District Leadership Plan
Rotary District 6150

As Amended and Restated for 2005-2006

Rotary International District 6150 hereby adopts the following District Leadership Plan to further the Objects of Rotary and to strengthen the District and its Rotary Clubs.

1. Statement of Intent. This District Leadership Plan is intended to provide greater service to the Rotary Clubs of District 6150 from the District Government through the effective use of delegated responsibilities to Appointed District Officers. The District Governor shall retain the final authority and responsibility for the District to Rotary International in accordance with the Bylaws of District 6150 and the Constitution and Bylaws of Rotary International.

2. Appointed District Officers. The District Governor Elect shall appoint all appointed district officers to take office at the beginning of his or her term of office as District Governor.

3. District Service Areas.  Each District Service Area shall be led by a coordinator that shall chair a committee consisting of all subcommittees within that service area.

A. Leadership Development Service Area—This area shall consist of a committee chaired by the Leadership Development Service Area Coordinator and consisting of the chairs of the following subcommittees:

(1) District Training Subcommittee shall consist of a chair and other members appointed by the District Governor.

(2) District PETS Subcommittee shall consist of a chair and other members appointed by the District Governor.

(3) District Assembly and District Secretary Elects Training (SETS) Subcommittee shall consist of a chair and other members appointed by the District Governor.

(4) Leadership Succession Subcommittee shall consist of a chair and other members appointed by the District Governor.

(5) District Leadership Training Seminar Subcommittee shall consist of a chair and other members appointed by the District Governor.

B. Events Service Area—This area shall consist of a committee chaired by the Events Service Area Coordinator and consisting of the chairs of the following subcommittees:

(1) District Conference Subcommittee shall consist of a chair and other members appointed by the District Governor.  The District Conference Subcommittee shall be responsible to assist the District Governor in the planning and implementation of the District Conference in accordance with the Rotary International Manual of Procedure.

(2) Golf Tournament Subcommittee shall consist of a chair and other members appointed by the District Governor.  The District Golf Tournament Subcommittee shall be responsible for the planning, promotion and operation of the annual District Golf Tournament for the benefit of The Rotary Foundation.

(3) RI Headquarters Visit Subcommittee shall consist of a chair and other members appointed by the District Governor.

(4) RI Convention Subcommittee shall consist of a chair and other members appointed by the District Governor.

(5) Sergeant At Arms Subcommittee shall consist of a chair and other members appointed by the District Governor.  The District Sergeant at Arms shall be responsible for the registration of Rotarians participating in District events and for implementing the logistics of such meetings at the request of the event chair or the District Governor. At the discretion of the District Governor, a Sergeant at Arms may be designated for each District event rather than for all District events during the year.

C. Youth Service Area—This area shall consist of the chairs of the following subcommittees:

(1) RYLA Subcommittee is responsible for all RYLA activities within the district, including stimulating, coordinating and promoting club participation in the program. The chair shall communicate with Rotary International, the district governor and the clubs when developing the RYLA program in the district.

(2) Youth Exchange Subcommittee is responsible for all Youth Exchange activities within the district, including stimulating, coordinating and promoting club participation in the program. The chair shall communicate with Rotary International, the district governor and the clubs when developing the Youth Exchange program in the district.

(3) Interact Subcommittee is responsible for all Interact activities within the district, including stimulating, coordinating and promoting club participation in the program. The chair communicates with Rotary International, the District Governor and the clubs when developing the Interact program in the district.  The chair’s responsibilities include those specific duties assigned by the District Governor and the Youth Service Area Coordinator.

(4) Rotaract Subcommittee is responsible for all Rotaract activities within the district, including stimulating, coordinating, and promoting club participation in the program. The chair shall communicate with Rotary International, the district governor, and the clubs when developing the Rotaract program in the district.

D. Membership Service Area—This area shall consist of a committee chaired by the Membership Service Area Coordinator and composed of the chairs of the following subcommittees:

(1) Membership Development Subcommittee shall consist of a chair and other members appointed by the District Governor.

(2) Membership Retention Subcommittee shall be consist of a chair and other members appointed by the District Governor.

(3) Club Extension Subcommittee shall consist of a chair and other members appointed by the District Governor.

(4) Membership Development Seminars Subcommittee shall consist of a chair and other members appointed by the District Governor.

E. Rotary Foundation Service Area

(1) District Rotary Foundation Committee. The Rotary Foundation Service Area Coordinator shall serve as the chair of the District Rotary Foundation Committee composed of the following members:

(a) Chair/District Rotary Foundation Coordinator

(b) All Rotary Foundation Subcommittee Chairs

(c) Current District Governor

(d) Immediate Past District Governor

(e) District Governor Elect

(f) District Governor Nominee

(g) Assistant Governor Coordinator

(h) Assistant Governors

(i) PDGs (ex-officio)

The Rotary Foundation Committee shall have all duties and responsibilities designated for the District Rotary Foundation Committee established by The Rotary Foundation of Rotary International.  The Rotary Foundation Service Area shall include the following subcommittees:

(2) Annual Fund Subcommittee shall have the following members:

(a) Chair
(b) Permanent Fund Subcommittee Chair
(c) District Rotary Foundation Committee Chair
(d) Current District Governor
(e) District Governor Elect
(f) District Governor Nominee
(g) Such other persons designated by the District Governor

The Rotary Foundation Annual Fund Subcommittee shall have all duties and responsibilities designated for the District Rotary Foundation Annual Fund Subcommittee established by The Rotary Foundation of Rotary International.  The Annual Fund Subcommittee shall be responsible for conducting the annual District Every Rotarian Every Year (EREY) campaign to raise funds for The Rotary Foundation.

(3) Permanent Fund Subcommittee shall have the following members:

(a) Chair
(b) Annual Fund Subcommittee Chair
(c) District Rotary Foundation Committee Chair
(d) Current District Governor
(e) District Governor Elect
(f) District Governor Nominee
(g) Such other persons designated by the District Governor

The Rotary Foundation Permanent Fund Subcommittee shall have all duties and responsibilities designated for the District Rotary Foundation Permanent Fund Subcommittee established by The Rotary Foundation of Rotary International. 

(4) Matching Grants/Simplified Grants Subcommittee shall have the following members

(a) Chair
(b) District Rotary Foundation Committee Chair
(c)  Current District Governor
(d) District Governor Elect
(e) District Governor Nominee
(f)  Such other persons designated by the District Governor

The Rotary Foundation Matching Grants/Simplified Grant Subcommittee shall have all duties and responsibilities designated for the District Rotary Foundation Matching Grants/Simplified Grant Subcommittee established by The Rotary Foundation of Rotary International. 

(5) Scholarships Subcommittee shall have the following members

(a) Chair
(b) Such other persons designated by the District Governor

The Rotary Foundation Scholarships Subcommittee shall have all duties and responsibilities designated for the District Rotary Foundation Scholarships Subcommittee established by The Rotary Foundation of Rotary International. 

(6) Foundation Alumni Subcommittee shall have the following members

(a) Chair
(b) Current District Governor
(c) District Governor Elect
(d) District Governor Nominee
(e) Immediate Past District Governor
(f) District Rotary Foundation Committee Chair
(g) District Scholarship Subcommittee Chair
(h) District GSE Subcommittee Chair
(i) District Events Service Area Coordinator
(j) Such other persons designated by the District Governor

The Rotary Foundation Alumni Subcommittee shall have all duties and responsibilities designated for the District Rotary Foundation Alumni Subcommittee established by The Rotary Foundation of Rotary International. 

(7) Group Study Exchange Subcommittee shall have the following        members

(a) Chair
(b) District Rotary Foundation Committee Chair
(c) Current District Governor
(d) District Governor Elect
(e) District Governor Nominee
(f) 10 geographically diverse representatives appointed by Subcommittee Chair

The Rotary Foundation Group Study Exchange Subcommittee shall have all duties and responsibilities designated for the District Rotary Foundation Group Study Exchange Subcommittee established by The Rotary Foundation of Rotary International. 

F.  Operations and Communications Service Area—This area shall be composed of a committee chaired by the Operations and Communications Service Area Coordinator and consist of the chairs of the following subcommittees:

(1) Electronic Communications Subcommittee shall consist of a chair and other members appointed by the District Governor.

(2) Directory Subcommittee shall consist of a chair and other  members appointed by the District Governor.

(3) Newsletter Subcommittee shall consist of a chair and other members appointed by the District Governor.

(4) RI-CAS Electronic Support Subcommittee shall consist of a chair and other members appointed by the District Governor.

(5) D.G. Weekly Update Subcommittee shall consist of a chair and other members appointed by the District Governor.

(6) Webmaster Subcommittee shall consist of the Webmaster and other members appointed by the District Governor.  The District Webmaster shall be responsible for the development and maintenance of the District website with current information about Rotary, the District and its clubs and the maintenance of the domain name “rotary6150.org.”

(7) Public Image Subcommittee shall consist of a chair and other members appointed by the District Governor

G. Assistant Governors Service Area.  The Assistant Governor Service Area shall be coordinated by the Assistant Governor Coordinator who shall serve as chair of a committee of all Assistant Governors. 

(1) Assistant Governor. The District shall have Assistant Governors who shall assist the District Governor in aiding the Clubs of the District and coordinating District activities. Clubs will be assigned to Assistant Governors by geographic regions. The Assistant Governors shall be appointed for a term of one year. It is recommended that no person serve more than three years as an Assistant Governor. The District Governor Elect shall appoint the Assistant Governors to take office as of July 1, when the District Governor Elect assumes the office of District Governor. All persons designated as Assistant Governors shall complete training approved by the District Governor Elect prior to July 1.

(2) Duties of the Assistant Governors. Each Assistant Governor shall be responsible to:

(a) Attend the Assistant Governor’s training session at the District Team Training Seminar (DTTS);

(b) Attend the President-Elect Training Seminar for our District;

(c) Work with the governor to develop goals for the District;

(d) Advise the Governor-Elect on District Committee Selections;

(e) Meet with and assist club Presidents-elect and Secretaries-elect, before 1 July, to discuss the clubs’ goals and to review the Planning Guide for Effective Rotary Clubs & the Club Leadership Plan;

(f) Visit each assigned club regularly and, at least quarterly, prepare a report for the District Governor outlining the club’s accomplishments and problem areas;

(g) Attend the club assembly related to the official visit with the District Governor and assist the District Governor as requested;

(h) Communicate regularly in person, by phone and in writing, with the club Presidents and Secretaries in the assigned area to discuss the business of the clubs and the resources available to them, along with goals, programs and objectives of the district and RI;

(i) Schedule and plan for the visit of the District Governor to the area, whose specific purpose should be to advance Rotary;

(j) Participate in regular meetings and telephone conferences with the District Governor and update the District Governor on progress within the assigned clubs and suggest ways to enhance Rotary development and address problems;

(k) Encourage clubs to follow through on requests and recommendations of the District Governor;

(l) Attend, actively promote attendance at, and assist at the District Assembly, District Conference, District Membership Seminars, District Foundation Seminars and other district meetings;

(m) Participate in Rotary Foundation programs and events and other special assignments as necessary;

(n) Monitor each club’s performance with respect to service projects, membership and attendance;

(o) Develop future District leaders;

(p) Assist in developing District goals; and

(q) Prepare a Memo of Club Visit report and submit to the District Governor by May 15.

4. Other Appointed District Officers

(a) Secretary--The District Secretary shall keep and maintain the records of the District, including the preparation and filing of minutes of all official meetings of the district, including the District Conference and the District Assembly. The Secretary shall maintain a permanent record of the annual report of the Treasurer and all official actions taken at the meetings of the District. The District Secretary shall be responsible for the monthly compilation of Club attendance reports and maintaining and updating the addresses, telephone numbers, fax numbers and email addresses of club officers, club executive secretaries and club addresses. Such information shall be made available in the District Directory and on the District web site. The District Secretary shall perform such clerical and other duties as may be assigned by the District Governor.

(b) Treasurer--The District Treasurer shall assist the District Governor Elect in preparing a District budget for the coming Rotary year and shall keep an accurate record of all District income and expenditures. Copies of all bank statements, deposits and other transactions upon District accounts shall be made available to the District Governor and the District Finance Committee upon request. The District Treasurer shall be responsible for the disbursement of funds in accordance with the District Bylaws.

 (c) Historian--The District Historian shall maintain a continuing record of events and activities of District 6150 and a copy of such record shall be made available annually to the District Governor.

 (d)  Other Special Committees--The District Governor shall appoint such other committees and committee chairs as he or she deems appropriate for the efficient and effective implementation of the District.

5. Resignation or Removal of Appointed District Officers

All Appointed District Officers and committee members serve at the request of the District Governor. The District Governor, in his or her sole discretion, may remove a person from any Appointed District Office or committee position at any time and such decision is non-appealable. The District Governor may appoint a successor to any Appointed District Officer or committee member who may resign or be removed from office during the Rotary fiscal year.

6. Expenses of Assistant Governors. All expenses of the Assistant Governors and other Appointed District Officers shall be subject to prior written approval and substantiation requirements as imposed by the District Governor, Finance Committee and/or Rotary International. 

7. Financial Authority of Appointed District Officers. No Appointed District Officer shall be authorized contractually to commit or bind Rotary District 6150 for the payment of any service or products without the express written authorization of the District Governor.  Each Appointed District Officer shall indemnify and hold harmless the District from any loss, liability, damages, interest and attorneys fees related to any contractual commitment beyond the scope of that Appointed District Officer’s authority. This provision shall not be applicable to any potential liability related to personal injury or to good faith actions of an Appointed District Officer acting within the scope of his or her responsibilities

8. Interpretation. Two or more persons may be designated to any chair position in this Plan within the discretion of the District Governor. In such event, all references to the “Chair” shall be interpreted to be the “Co-Chairs”.  All Co-Chairs shall act with unanimity.  A District Governor, in his or her sole discretion, may also designate a Vice-Chair.  All Chairs shall consult with the District Governor (or District Governor Elect, as the case may be) concerning other Rotarian member appointments to the applicable District committee.

9. Implementation. This Plan shall be effective July 1, 1999, subject to the prior approval by the District Assembly or District Conference and acceptance by Rotary International. Upon approval, the office of District Governor’s Group Representative shall be abolished.
