2007 RI Council on Legislation
The triennial Council on Legislation is an important part of Rotary’s governance process. While the Board of Directors sets policies for Rotary International, the Council on Legislation is where Rotary clubs have their say in the governance of the association.
Every three years each district sends a representative to the Council, which reviews legislation, much as a parliament would. Every club and district is entitled to submit legislation to the Council, and some of the most important work of Rotary is a result of Council action. The next council will be convened in June 2007.
Any club wishing to propose legislation to the Council on Legislation must first approve it at a club meeting. Clubs may wish to consult with the district’s representative to the Council on Legislation or another Rotarian with Council experience to ensure that their enactment or resolution is properly drafted. PDG Ken Stacks will serve as our District 6150 representative for the 2007 Council.
Once the club approves the legislation, it should be forwarded to the district governor for consideration at the district level. All club legislation must be endorsed at the district level at the district conference in order to go forward to the Council. Rotary International Day at the United Nations - November 5, 2005
On a summer-like November morning, while thousands of joggers were lining up in front of the United ations for a warm-up race a day before the New York Marathon, Frank C. Collins Jr., Rotary epresentative to the United Nations, hosted the very inspiring and informative Annual Rotary Day at nited Nations.
There were more than 500 Rotarians in attendance, as well as 200 Interact students. Rotary International’s President, President-elect, and Foundation Director were resent as were most of Rotary International’s directors and senior officers.

Rotary District 6150 Centennial Grove Update
On Saturday, January 21, a group of Rotary volunteers planted an additional 45 trees in the Rotary District 6150 Centennial Grove. Everyone had a great time and plans are underway for the next planting session scheduled for Saturday, February 11 at 9:00 a.m.
The UALR Law School donated $4,000 to improve one corner of the park. This means total contributions to this project now exceed $25,0000.

Presidents-Elect Training Seminar By PDG Diana Holmes, District Training Committee Co-Chair
The Mid-America Presidents Elect Training Seminar (MAPETS) will be held at The Peabody in Little Rock on Friday and Saturday, March 17-18, 2006. Registration begins at 11:00 a.m. where you will receive your training materials with the first session beginning promptly at 1:00 p.m. Come early so that you can take time to enjoy the River Market Area and grab a bite of lunch before your training begins. Because this Rotary event includes three surrounding districts besides District 6150, there will be opportunities to network with a large number of your fellow presidents elect. The featured speaker at the Friday evening dinner is Past Rotary International President, Frank Devlyn. You will participate in a mock Rotary Club meeting and discuss how to make your club a more effective Rotary club. You will learn your responsibilities as president and receive a lot of information about Rotary. Come ready to share your ideas for your club and listen to the successes of other clubs. District Governor Elect, Judy Sims, will preside over two sessions in which you will hear about the goals for District 6150 and how your club and individual Rotarians can earn recognition. Attendance at Presidents-Elect Training Seminar (PETS) is now REQUIRED by RI. President-Elect Nominees are also encouraged to attend PETS. The MAPETS Registration deadline is February 1, 2006. The fee is paid for the president elect, so just send the form to Diana Holmes by January 30. Two spouse/guest tours have been scheduled during PETS. One will be a bus tour of significant sites in Little Rock and North Little Rock and will cost $20. A second free tour (except for food and transportation) includes the MacArthur Museum of Arkansas Military History and the Arkansas Arts Center. Additional details will be made available on the Mid-America PETS web site soon.

Rotary Foundation News Ambassadorial Scholar - Lesley Pruitt Sponsored by the Rotary Club of Jonesboro University
I feel sure I will always remember my year as a Rotary Ambassadorial Scholar as an incredible part of my life. While I originally intended to study public policy while in Australia, I arrived to learn that the university had made a mistake in admitting me, as the program was not open to international students. I then began research to find another graduate program into which I could gain acceptance with my B.A. in Political Science, and I found myself in the Rotary program in International Studies in Peace and Conflict Resolution.

GSE 2006 District 6150 and District 1030 by Lynn Robert, District 6150 GSE Chair
Final preparations are being made with our outgoing GSE Team to Northern England. We appreciate everyone’s help with GSE! The GSE Team is being led by Jim Conner from Little Rock. Four non-Rotarians will also be on the team which includes one from the Little Rock area and three from the Jonesboro area. The GSE Team will be leaving February 11 and will return on March 11. Your club will want to make sure and book them soon after they get back from England for a jolly good program!
We are also preparing for the incoming GSE Team from Northern England who will be arriving in Arkansas April 21 to May 21. A questionnaire has been sent to each club via email to find out your club’s interest in hosting the incoming GSE Team. We look forward to a very exciting, educational and rewarding exchange with District 1030. Get ready because the BRITISH ARE COMING!

District 6150 Rotarians to visit RI Headquarters by Bob Warner, District 6150 DGN
Plans are underway for District 6150 Rotarians to visit Rotary International Headquarters in Evanston, Illinois.

The visit will take place on Monday, March 27, 2006. Our day will consist of a tour of One Rotary Center, presentations of Rotary topics (including RI Programs, RI leadership education, Grants, Foundation Programs, Membership, GSE, and visits with Rotary Senior leaders.
All District 6150 Rotarians and guests are invited. Participants may elect to arrive on Friday or Saturday and spend the weekend prior to the visit in Evanston. We are making informal plans for an outing to downtown Chicago on Saturday night. Others may elect to arrive on Sunday. There will be an organized District 6150 Dinner for all attendees on Sunday evening.
The drive to Chicago is about 10 hours from most places in the district while flights from Little Rock or Memphis are approximately $300. We have rooms blocked at The Hotel Orrington in Evanston. Rooms are also available at The Hilton Garden or The University Best Western. All 3 hotels are within walking distance of RI Headquarters.
